Development Manager

Description:

Our client is a key Government land management initiative. Currently we are looking for to hire Development Manager on a full- time basis. This is a 5- year Fixed Term Contract.

Role:

Reporting to the Cork Docklands Office Programme Manager, the Development Manager is charged with the efficient management, direction, and development of the function to which they are assigned.

Urban regeneration is a multi-dimensional process, which has social, economic, and environmental/ physical dimensions. The Development Manager will be primarily responsible for assessment of both the financial and non-financial outcomes that will result from the delivery of the proposed infrastructure to ensure alignment with the development objectives for Cork City Docklands. 

Responsibilities:

  • Coordinate economic and financial appraisals of the separable constituent sub-projects that comprise the Cork Docklands to ensure compliance with Public Spending Code requirements
  • Support (or lead as appropriate) the drafting of funding proposals/business case, engagement with funding providers and the ultimate securing of funding
  • Contribute to the development of the overall implementation strategy that sets out a clear pathway for the co-ordinated regeneration of Cork City Docklands over a period of 20 years+This includes the delivery of infrastructure and a range of social and health services such as sports and recreation facilities, schools, medical services etc.
  • Assist with preparation of an initial 5-year strategy to deliver the Cork City Docklands, that is viable and supports the achievement of ambitious targets for the area

Requirements:

  • Hold an honours degree (level 8 in the National Framework of Qualification) or higher in property, construction, engineering, or similar discipline
  • Have at least seven years satisfactory experience in a similar environment with clear demonstrable relevance to the Cork Docklands programme experience
  • Ability to convert vision and ideas into implementable business cases with viability and value for money at the core
  • Knowledge and/or experience of the planning process, planning policy and the planning framework hierarchy is an advantage
  • Knowledge and/or experience of developing and utilising economic and financial models to appraise project viability
  • Knowledge and/or experience of public procurement is an advantage
  • Demonstrable ability to build relationship with key stakeholders (public, private, elected) to progress the Docklands objectives
  • Excellent interpersonal, communication and influencing skill
